: Brief review of Two days Strike in Chennai Telephones on: After a month today visited Union office and met comrades. Discussed the two days Strike and its aftermath.

Three comrades ( G. Mahendran/Chengalpet, K.R.Dhandapani / Avadi, G.Hari/Avadi)handed over donations to the Circle Union totally Rs.33,500/- to Comrade CKM. We thank all three comrades for their generous contribution to our Circle Union. In the end it was decided to organise a grand meeting in Flower Bazaar exchange compound on to pay homage to Comrade O.P.Gupta on his fifth death anniversary. : What is to be done.?: The Leadership of All Unions and Associations of BSNL is going to meet on in Newdelhi to take stock of the situation after the two days nationwide success Strike and also to plan the next course of action to get our demands including the third pay revision settled at the earliest. In this regard I wish to share my view/ opinion after number of comrades spoke to me.

1.Although every one is happy at the huge success of the strike and the unity maintained so far by All Unions and Associations, they are also worried at the insulting attitude of the BSNL management which ignored our strike with impunity. Negotiations on our strike demands were not there before or during our agitation.

Really this fact is troubling too much our Comrades. They feel genuinely that we have reached a dead end. 2.After two days historic and united strike the Leadership should not think about any other action except announcing the date for indefinite strike as the Leadership already mentioned in the strike notice signed and served. No question of Parliament march or Sanchar Bhavan march after two days Strike. We need to go forward Only and not going back to Marches or Dharna once again. Here after we had to face the Do or Die situation. The Leadership should not dilute the struggle by deciding upon Parliament march/Sanchar Bhavan march which will be a big joke after our successful strike on 12 /13 December-2017.

3.In the future struggle the Leadership should include demands like Five years periodicity for Pay revision and revision of allowances which are not revised to our employees/ Executives since 2007. We can't accept the stand of the management that only Pay will be revised (If Third Pay revision is implemented) and no revision of allowances. 4.When ITS officers are given hefty pay revision from and recently granted promotional benefits ( beginning from Rs.

1,80,000 basic pay) we can't accept the reasoning of bad financial position of BSNL attributed by the management to refuse implementation of Third Pay Revision and revised of allowances to the employees/ executives. We should protest this discrimination and partiality practiced by the BSNL management.

5.Unions/Associations should not accept the concept of the management that only if BSNL earns profit Pay Revision, Bonus etc will be paid to the employees. The Loss making Postal department and many other central government departments are not denied Pay revision or Bonus by the Government of India. Likewise BSNL being a 100% Government company should be treated as any other government concern. BSNL implements the decisions of the Government of India even there is no profit. BSNL is a unique PSU wherein its employees/ Executives are getting Government Pension from Consolidated Fund of India like any other Central Government employees in the country.

General Provident Fund maintained by the Finance ministry is extended only to BSNL among 240 Central PSUs. Hence considering BSNL as a Government company for pay revision and Bonus is justified. We should demand it. We hope our views are taken seriously by the Leadership as we only reflect the opinion of base level workers who made the two days Strike a huge Success.

Any going back or dilution of our agitational mood will not be in the interest of our future. : I T S officers do not mind affordability?: It is a big shame! In BSNL while the employees/ executives doing the actual field work are denied Pay revision on the wrong notion of affordability of BSNL financial position, the ITS officers who have not opted to BSNL but working in BSNL with out any responsibility or accountability have already got their hefty pay revision on account of Seventh Pay Commission recommendations for the Central Government employees with effect from. BSNL only pay their salaries and allowances from its fund although they are Central Government employees and not employees of BSNL. How come BSNL company which is not on profit for the past several years afford to pay such a heavy amount for hundreds of ITS officers while refusing the pay revision for its own employees/ executives. We should not allow this discrimination any more. If BSNL is not affordable to effect Pay revision to its employees/ executives then it shouldn't effect pay revision to ITS officers working in BSNL.

We should call this bluff of the management and the government of India. : Impact.?: While we all are happy about the huge success of our two days Strike it is also necessary to ponder over the impact of that strike on the management/ government.

It is very sad to note that not even discussion/ negotiations were initiated by the management/ DOT prior to our strike or during the strike. The management had just ignored the strike and behaved as if nothing unusual happened. So what is our next step to force the hands of the management/ government? It is pertinent to point out that our Chennai Telephones circle union always suggested a United indefinite strike by All Unions and Associations so that settlement on our demands is possible. Had we gave a call for indefinite strike instead of Two days Strike like OPG's tactics during pension strike in 2000 September the hands of both Management/ Government would have been forced to negotiate with the unions and find out a acceptable solution. But now nothing has happened.

Despite the show of complete unity by unions in this strike the outcome is zero. Naturally we are worried and sad. But how come the unions in Coal Sector under the same government could get a 20% pay hike to their employees that too with five years periodicity although the cabinet of the central government has approved only 15% pay revision to the employees of Central PSUs. There is something lacking in our approach/ attitude in comparison with the attitude of Coal Sector Unions.

We should collectively put our minds to come out of this tight situation. I hope the leadership of Unions/ Associations will discuss all these points in their next meeting as time is running out and thousands of our employees are retiring/ retired every month with out the pay revision since 2007. : Circle Union journal is under print: Circle Union journal is under print. Although the Unions/ Associations for a very long time persuaded both the government and management on their justified demands by holding peaceful rallies/ demonstrations/ Human Chain programmes for the past several months besides demanding exception clause for the pay revision as was done by the past / last PRCs the appeals of the Workers have fallen on the deaf ears of Modi government which is happily writing off the huge loans defaulted by Big Corporates. Its insistence of the conditionality of earning continued profits for the past three years is actually a ruse to deny us the justified pay revision and pension revision.

Trade union movement shall not allow the evil design to succeed. This time very effective coordination and active preparations have already been taken place which will ensure 100% success of the two days Strike in the whole of the country and particularly in Chennai Telephones circle. The last minute appeal of the Administration/ Management to withdraw the strike decision is ritual with out any positive action on the demands raised by the BSNL unions and associations.

Hence we need to make the Strike action a huge Success so that at least after our Strike both the government and Management take positive decision on all our demands. She is also a very senior leader of Communist Party of India and is one of its National Secretaries. Now also he is using a thing that was not spoken by Congress leader Mani Shankar Aiyar to dub Congress and Rahul. Actually Mani Shankar spoke about the difference between Dynasty and Democratic politics. We could not meet the MOC as he was preoccupied with elections in Gujarat and hence handed over the memorandum to his office in Sanchar Bhavan.

As we have knocked all the doors to revoke the said arbitrary order and to change the unhelpful attitude of the Management in BSNL we hope something will happen for the benefit of the most exploited Contract Labourers in BSNL. We insisted on behalf of NFTE-BSNL that to maintain unity we can get necessary clarifications from the concerned General Secretary before deciding on the issue of representative from SEWA-BSNL. But BSNLEU was hell bent on making the All Unions & Associations of BSNL as one more Forum under its Hegemony. We are for unity and United Struggles. Several NFTCL State office bearers and NFTE leaders took part in the meeting.Comrades Devendran and Chittibabu were unanimously elected as branch President and Secretary. : Purposeful meeting of NFTCL District Union Executive on 27-10-17 in CBT: At Cheran Palace in Coimbatore today the District Executive Committee meeting of NFTCL was held. Telecom Contract Labourers took part in the meeting in detail expressed their problems and requested for early solutions to their problems. The District Secretary Comrade S.Kottiappan, JAO ( officiating) explained the action taken on the issues raised by the Contract Labourers. NFTCL Assistant General Secretary L. Subbaroyan and General Secretary C.K.Mathivanan spoke on the challenges being faced by the working people of our country and in particular Contract Labourers in all sectors including Telecommunications.

District office bearers of NFTCL very enthusiastically participated in the meeting. : Appeal to the General Secretaries of All Unions and Associations of BSNL: The extended Circle Executive meeting of the NFTE-BSNL in Chennai Telephones held on 23-10-17 appealed to all the Unions and Associations of BSNL to include the following important demand urgently in the agitation proposed against the government/ management vide letter dated 11-10-17 addressed to DOT/BSNL. The management has floated a tender in June/ 2017 to hand over 3000 Customer Service Centres of BSNL located all over the country in Prime locations along with the works of Booking of complaints and Clearance of faults to private agencies on the plea of lack of manpower due to heavy retirement over the years. This is an attempt to hand over these CSCs indirectly to a private Telecom company which is very close to the BJP.

It is a fact that already a Memorandum of Understanding was signed between DOT and Reliance Jio company to sell the later products. Hence it is all the more important to demand scrapping of this dubious tender process and instead begins recruitment of new manpower in BSNL to cope up with the problem of acute shortage of staff. It is surprising to note that this particular demand was not included in the notice submitted to DOT/ BSNL on 11-10-17.

It is requested that even at this stage this important demand could be incorporated in to the notice already submitted in connection with our Two days strike on 12/13 th of December-2017. Hope the leadership of All Unions and Associations will accept our request/ appeal in view of the grave dangers in this attempt of the management. : Meeting with PGM (Development) on: The NFTE Circle Union today met the PGM (D) along with DGM(Planning) in Kushkumar Road office. Our comrades CKM, Elangoven and Ravi discussed all the pending cases of allotment of quarters to the long wait listed officials, favourable Consideration of all request for higher type requests and the acute shortage of water supply in the quarter complexes and the need to dig new and additional bore wells to minimise the water problem especially in staff quarter complexes. Our representatives also insisted that the additional EB deposit paid by the employees either be reimbursed to them as before the implementation of ERP systems or directly be paid by the management as such deposits are accounted on the EB service connections only. When the officials vacate their quarters they may lose these amount if not reimbursed as and when it was paid to the Electricity authorities.

Malini and Mr. Pandian have assured us to consider all the points positively at the earliest. Although Postal department is not running on profit for the last several years their employees are being paid Bonus ( 14000 rupees) and Seventh Pay Commission's recommendations were implemented with effect from. Comrade CKM urged the leadership to seek modifications in the rules for functioning of Councils so that agenda points are forwarded under the signatures of both Leader and Secretary of the staff Side. He condemned the MOU signed between India Post and Reliance Jio at the cost of Government company BSNL.

2.Why he has avoided any decision to finalise the new formula for PLI since 2013? 3.He was justifying the denial of PLI for more than 6 years and kept quite justifying the denial of PLI citing financial difficulties of BSNL. Any Government at both centre or state needs to create jobs for the educated youth in our country on top priority. On an average every day nearly 30000 job seekers enter the job market in India.

But only 450 persons could get the jobs daily. The rest 29550 persons are added to the bulging figure of unemployed daily. China is doing better in this area. It is able to create nearly 50000 fresh job vacancies every day. Narendra Modi promised the youth of our country that he will create 2 crores jobs every year. People believed in his promise and voted him to power.

But after three years this promise to create 2 crores jobs is not fulfilled yet. Modi government by its hasty and foolish policies like GST/Demonetisation is busily abolishing the existing jobs and destroying the chances of new jobs being created.

One of his Minister few days back joked that Indian youth are not interested in getting employment but anxious to become businessmen and do their own trade. Having cheated the voters and failed miserably to reduce the unemployment these leaders of BJP are speaking nonsense and become idiots. The present government at the centre is working over time to do service to the rich and powerful like Adani & Ambani,incidentally both are Gujaratis. : Demonstration at CGM office on 16-10-17 by All Unions & Associations in BSNL: Asper the unanimous decision taken at the Delhi meeting of AUABSNL, it is proposed to hold a massive lunch hour demonstration at CGM/ Chennai Telephones in Purasawalkam mainly to get the Third Pay revision to all Employees and Executives in BSNL. Hence all our activists and office bearers of both NFTE and NFTCL are requested to attend the meeting and demonstration in October-16 ( Monday) with out fail and in time. : Simultaneous polls are impractical and impossible: The Election commission is acting like a subordinate body to the present Central Government although it is a fully independent and autonomous body vested with power to hold free and fair elections in a transparent manner. But it echoed the BJP's view point for holding simultaneous elections for both Assemblies and Parliament. This opinion itself is against the spirit of our constitution and federal nature of Governance. If Parliament's tenure is incomplete and get dissolved within five years for reasons beyond our capacity then unnecessarily the State Assemblies are to be dissolved.

For example the Eleventh and Twelfth Parliaments got dissolved without completing their full tenure in 18 months and 13 months respectively. Further the Assemblies elected in 2018/ 2017 will complete their tenure only in 2022/2023.

The next Parliamentary elections are due in 2019. How in this scenario simultaneous elections are possible.

This ill advised move by BJP is a first step towards the Presidential form of Government in India which is against the accepted consensus of Parliamentary Democracy. Modi and his friends are day dreaming to capitalise the so-called popularity of BJP and the disunity of Opposition parties. But they will get a rude shock like Vajpayee government. Finally it is a great irony or funny that the Election Commission of India is boasting ready to hold simultaneous polls in 2018 has actually failed to hold elections in a single day during Parliamentary or Assembly elections so far sighting the law and order situations and insufficient paramilitary forces to guard the polling stations and to provide security to the voters for ensuring a free and fair poll. To compel the CHQ to organise an indefinite strike along with all other Unions/ Associations in BSNL for 3 PRC/ To stop the Formation of Separate Tower Company/ To stop Handing over the 3000 CSCs of BSNL to private agencies / To Revoke the ban on recruitment which is continuing ever since the days of Mrs. Indira Gandhi for more than 30 years. Only this step will avoid the acute shortage of staff.

The final decision on staff redeployment proposed by management should be implemented without disturbing the employees in large scale.Com. CKM assured the General Council Meeting that the details of discussion on redeployment of staff with Sr.GM(HR) on 03-10-17 will be informed to the Circle EC meeting and only after this final decision/ agreement will be signed with the management.

I expressed my opposition to this retrograde step of BSNL management which will surely break the back bone of BSNL itself. But why National leadership of any Union in BSNL has not given this news in their websites so far? Probably they might not aware of this very wrong decision. How the management could take such nasty decisions without discussing with the unions in BSNL?

If this news is correct we need to oppose it with all our might unitedly. Otherwise the management will be emboldened to hand over each and every part of our work to private agencies gradually as retirement of employees is not going to stop and will only continue in future also. I informed the media people that since 1983 the ban on recruitment of Group C/D category staff continue for more than 34 years without any break. Naturally the retirement of staff created acute shortage of staff in BSNL where the Staff Telephones ratio is very very low. If the management is really worried about the less number of staff manning the CSCs, Why it shouldn't begin recruitment of new and young people instead of handing over the work of CSCs to private agencies? This will help thousands of young educated but unemployed youth of our country. But the policy of the government ( Department of Telecom) is to destroy Public Sector companies particularly in Telecom Sector ( BSNL/ MTNL) so that its well wishers in Reliance Jio and other private companies grow and reap huge profits.

Hence the struggle to oppose and stop this anti- BSNL decision must be prompt, united and strong. Fast/ Dharna like protest actions will not reverse the Government's decisions.
