I do know for a fact, the the TI card reader and touch pad drivers from Toshiba do not work for x64 Vista, but I found them directly from site and they are working fine. I'm guessing your laptop came with 32-Bit Windows and you upgraded to 64-Bit? I'm in the same boat. You need the 'Supervisor Password Utility' to resolve this error BUT from my investigation you need the one for your model or serial number and in my case Toshiba only provide a 32-Bit version.
